Carrickfergus Local Strategy Partnership (LSP) expressed an interest in the locality model in 2003 due to a number of concerns including low levels of educational attainment in the area. Following discussions the process was initiated by an Information Seminar jointly hosted by the LSP and the NACYPC.
The Seminar was well attended and the first Steering Group meeting comprised of 25 different organisations. Funding for a project worker was secured by the YMCA in a bid to the LSP. The worker was employed for one year to carry out an audit of need and services. This informed an action plan drawn up by the Group and was included in the Children’s Services plan.
The Catalyst Project led by the YMCA had developed a partnership of agencies to look at the needs of 13-25 year olds in the area. This partnership agreed to act as a Sub-Group, feeding into the planning process allowing the Locality Group to concentrate on assessing the needs of the younger age group.

A strong partnership with membership across the statutory, voluntary and community sectors committed to improving outcomes for children and young people in the area.
An Audit of Need has been carried out in Carrickfergus District Council Area.
A sharing of tasks, challenges and solutions. Active sharing of information about local services, activities and needs.
The group has been a focal point for all groups in the area through awareness raising events.
Service development has been innovative and made best use of the resources available. A range of sub-groups have been set up to access funding and avail of all opportunities emerging.
Support has been gained from the wider Children’s Services Planning process and sub-group expertise.
The partnership has enabled Horizon Sure Start to set up, servicing children in the 0-4 age group and their parents in 4 wards in Carrickfergus.
The YMCA Parents and Kids Together (PAKT) programmes have been extended to 5 wards, (Love Lane, Milebush, Northland, Sunnylands and Clipperstown) in Carrickfergus to provide health and educational opportunities in the community.
